Planning for the Future

A brief description of HTA’s planning efforts is provided below:

Hawai'i Tourism Authority Strategic Plan: 2010-2012
HTA desires to optimize benefits for Hawaii that integrates the interests of visitors, the community and the visitor industry. The HTA Strategic Plan: 2010-2012 describes the agency's short-term and long-term strategic initiatives and program priorities that support its work to achieve this goal.

Hawaiʻi Tourism Strategic Plan: 2005-2015

This plan (State TSP), was developed with assistance and input from the visitor industry, community and other government agencies to create a shared vision for Hawaiʻi tourism in the year 2015. It is a road map of strategic directions, goals and offers responsible and supporting partners for achieving that vision.

County Tourism Strategic Plans: 2006-2015
Recognizing that each county is unique and could benefit from its own tourism strategic plan, HTA funded the development of county tourism strategic plans (County TSPs). Completed in 2006, County TSPs reflect each county’s strengths, weaknesses, opportunities and threats and ultimately help to contribute to fulfilling the shared vision for tourism.

Safety/Security Review and Strategic Plan
In support of the safety and security initiative, and to help HTA prioritize its efforts in providing a “safe visitor experience”, the HTA contracted with Tourism & More (T & M), a tourism safety and security consulting firm with international and local experts, to assess Hawaiʻi visitor safety and security needs. The resulting Safety/Security Review and Strategic Plan which was a completed in late 2007, describes recommended action areas and identifies those agencies or organizations that should be responsible for implementation.

Hawai'i Crisis Reference Manual
The goal of the safety and security initiative of the State TSP is “to achieve a safe Hawaiʻi visitor experience.” At any given time, thousands of out-of state and international visitors are present throughout the islands. And although Hawaiʻi is “paradise”, a crisis/emergency is always a possibility. Under these circumstances, the welfare of our resident and visitor population is of paramount concern. In support of this initiative, HTA, working with public and private sectors developed this Crisis Reference Manual which is designed to provide the HTA, its contractors, and related agencies with an information procedure and support network structure. This manual is not meant to stand alone. It is intended to be used in conjunction with city, county, state and federal emergency plans, as well as with contingency plans from other affected organizations including, but not limited to HTA's global marketing partners and other community organizations, such as the American Red Cross, the Hawai'i Visitor Industry Security Association, and others.

Hawaiʻi Cruise Industry Study
The HTA, in collaboration with the State Department of Transportation, Department of Business, Economic Development & Tourism, Department of Land & Natural Resources and contractor partner, ICF International, completed a cruise industry study including a cost-benefit analysis relating to economic welfare, physical environment, historical and cultural assets and practices, social welfare, harbor facilities, safety and security measures, environment and infrastructure, tax revenue and fees, and traffic. This study provides policy-makers with comprehensive, reliable and objective information for use in decision-making towards ensuring a sustainable tourism industry in Hawaiʻi for residents and visitors.
